41 ships is impossible. After the naval battles of Lorient (where 1 French ship was sunk) and Le Havre (where 8 French ships were sunk), the total number of French ships remaining is 49-9 = 40 ships. _If_ only one ship is in the French II fleet at La Rochelle, that still leaves a maximum of 39 ships with the III & IV fleets to start the battle at St. Malo, and a maximum of 39-6 = 33 ships left after British casualties. Also, 25% of 31 would have been 8 ships, not 9.
