Applying some of my logic background here...

You guys are using an algorithm which is not guaranteed to terminate in 
finitely many stems to decide who will control Tunisia. But the problem of 
who will control Tunisia is a decidable one---that is, there is an 
algorithm which is guaranteed to generate an answer in finitely many steps. 
Why not just roll a die and take evens or odds, or high or low?
