I (w/ Nelson):  Lorient blockade ---> attack French III fleet in Le Havre blockade box
II:  off Yarmouth ---> blockade Antwerp
IV:  London ---> blockade Cherbourg

Since fleets blockaded or in blockade boxes cannot intercept, the following is the first chance:

V:  St. Malo blockade box ---> English Channel

Does the French IV fleet wish to attempt interception ?
