[eia] Spanish Naval Phase, Feb. 1805

Since no other naval phase conflicts with the Spanish naval phase I will go ahead and send out my orders.
 
I: Barcelona (w/ corp) -> Cagliari
** can I enter the port since there is no city garrison, if not then the Spanish fleet goes to the blockade box
 
II: Tangier blockade box -> Tangier
 
III: Cadiz -> Algiers sea space
