    Sure, I guess if someone wants to make a new Voluntary Access
declaration in response to the Minor Country Control Step, they could.
Otherwise, it's on to the Reinforcement Phase!

Since the minor country control step is a place where the political
situation can be shaken up, since wars can be declared and minor countries
are added or taken away, should we have a chance to make access
announcements for our new territories ?  Right now, before the end of the
political phase, I mean.
