The Turkish player also sets up Syria (the Syria corps with 5I and 6C). As for bidding: It seems like the performance of the powers in the previous game had a lot of influence on bidding this time. Bids for Austria were lower, bids for Spain and Russia higher. France and GB didn't change much. It would be interesting to see how people would bid if the method of resolution were that the person who bids the most as a percentage of the power's base VP gets that power.
