Rule 8.2.1.1 says that "A major power collects no taxes at all (except for
its minor free states) if its capital city is occupied".  This would mean
that Spain collects no taxes from its _conquered_ minors of Tunisia,
Algeria, and Morocco.  So Spain's actual income is $0 / 22 mp.

If Spain is unable to pay its maintenance costs of $14, either with saved up
money or loans from allies (_not_ from minor free states, which is not
allowed), Spain must publicly declare bankruptcy and lose -3 PPs.  I doubt
if this will happen, but I have to ask.  Please confirm.

Finally, Spain loses -1 PP for the occupation of Madrid at the time of the
Manipulation Step (8.4).

I apologize if I'm being pushy; this is the first time in the game that a
national capital has been occupied, and I want to make sure we don't miss
anything.  Again, sorry.
