I wouldn't see this as a problem.  Countries do move in an order in the 
long combined movement section of the land orders, but since Austria hasn't 
gone yet it wouldn't seem to me to be a problem if you wait for whatever 
you need to hear from him and then finish your orders.  It's much like the 
last few turns where Joel has sent his orders out for the regions not 
involving Austria and then sent the orders involving Austria later on.
