Great Britain and Austria will be going first in the naval phase (or as soon as 
Austria can).

I will be out of town from Friday afternoon until Sunday afternoon, so I have 
sent Britain's reinforcements and naval orders to Joel, for him to forward to 
the list after Spain's reinforcements (unless there is a surprise there).  
Hopefully this will allow us to complete the naval phase by the end of the 
weekend.
