[eia] garrison foraging

    I'm curious.  Can a forage roll be modified above 6?  For example, say I
have 20 garrison factors in a city w/ four spires.  Forage value is 4 (with
+2 added to the die roll for a large garrison per 7.4.5.1).  If I roll a 6
on the die is it modified to 8, for a loss of 4 garrison factors?
    This doesn't affect anything we're doing. I was just reading up on the
rules and this scenario popped into my head.
