    15% of 61 factors is 9.  So the garrison should be eliminated in the
first round.  By my calculations there should be only 7 factors defending
Milan:  1 militia, 2 grenadier, 2 Austrian cav, 1 Venetian inf., and 1
Venetian cav.  If these calculations are correct, then it is impossible for
the defenders to do anything other than inflict 1 casualty on the French.
Once the French take the city, they immediately detach 1 inf. as a garrison.
    Assuming my calculations are correct, that completes the French land
phase.  (Everett please confirm the contents of the garrison of Milan.  Also
please let me know if Zurich is fully manned or under-garrisoned.)
