    Prussia cannot declare war on Duchies during the Declaration of War
phase because it has not yet lost control of Duchies.  (That doesn't happen
until the Minor Country Control step.)  Assuming that you can't declare war
on a territory that you control, that declaration is not valid.  :-)  So the
upshot is that Jim will have to wait until next turn to declare war on
Duchies.  Consequently, Jim only loses 2 PP this turn.
