Thanks, Danny.  At this point, Kyle and Danny oppose a PP gains/losses for a
power with only a garrison involved in a field battle, while Mike, Jim and I
favor it.  So Everett and Joel will be the deciders.  Although I cast my
vote one way, I will cheerfully go along with the other view, if that's how
more of us want to interpret the rules.
