    I think that the Benghazi garrison had to forage at 0- because it is a
city with one spire and it had 5 or more occupants.  So that garrison should
lose 2 factors, not 1.
    I assume that the guerrilla factor moving to Cuidad Rodrigo will destroy
the unmanned British depot there.  (Or does that depot have a garrison that
I missed somehow?)
