Great Britain's total modifier for the control of Flanders is:
+1 natural alliance, +2 for war with attacker, +0 for PSD position = +3.

Prussia's is +2 natural alliance, +2 for war with attacker, -1 for being in
the instability zone.

So we both have identical modifiers; it just comes down to the die roll.
