So France could choose to call on her Russian or Spainish allies, although
neither of them is currently eligible to declare war on Prussia, so Napoleon
would just be forcing them to break their alliance (??).  Turkey is in the
same boat with regards to calling Austria or Prussia against Russia,
although Great Britain could be called and is eligible to go to war with
Russia.

Do we announce our intentions w.r.t. Flanders as part of our political
orders escrow ?
