In the trivial combat rules (7.5.3.4), it says, "Depot garrisons cannot retreat and losing survivors that break must surrender if not eliminated by a pursuit." Granted, this is in the trivial combat section, but no mention is made of an exception to this rule if a city is available for the depot garrison to fall back into.
