I've now thought about Forced Access some: It seems to me that Forced Access into a major power is an act of war, and should have to be recognized as such. So I'm definitely against that part of Forced Access. As for Forced Access to minors: I understand the motivation, but it departs radically from existing practice. E.g., it would no longer be possible to hide from an enemy in a minor belonging to to a noncombatant. But that's something we've seen a lot of in this game.
