    Do the Spaniards have to wait until their land phase to convert the
depot at Madrid?  I can see someone arguing that they do have to wait since
depot conversions are part of the land phase.  However, it does seem
reasonable to think that this could be done at the beginning of the turn, as
soon as hostilities are announced.  After all, the land rules go to great
pains to ensure that warring factions/resources never end up in the same
space unless there is a siege.  (The rule that Everett pointed out is a
perfect example of that.)
    So my vote would be that the Spaniards can convert the depot
immediately, but I can understand someone looking at it the other way.
