My feeling would be that number one is yes since there is nothing to
indicate that a depot on a fleet is any different than a depot on land and
you can put a corps on foreign soil if you meet the requirements to do so.

For number 2 I would say no so long as the Turkish corps was gone before the
Spanish fleet arrived.
