Is that necessarily true?  I'm not certain either way and haven't found a 
clear statement yet.  If you have one, bounce it my way and save me some 
reading. :)

I'm also wondering if you can build two depots in an invasion supply in one 
turn.  I would think that the depot in Alexandria could not be used to 
build a depot on a fleet since it was not an already existing depot and 
thus cannot be used to extend a supply chain to another depot this turn.
