[eia] Cossack repatriation

My three cossacks and the Prussian corps at Brest-Litovsk need to 
repatriate.  My cossacks will end up with the northern one in Kovno and the 
other two in Brest-Litovsk.  Is the prussian corps just supposed to hop 
across the border or is it supposed to end up in a city, either Warsaw or 
Konigsberg I'd expect?
