[eia] Mecklenberg and Duchies

    During the August Peace Step of the Political Phase, Prussia loses 5 PPs, placing it two boxes into the Instability Zone.  This means that Prussia is in the Instability Zone during the Minor Country Control Step of the Political Phase.  Because Prussia has no corps in its controlled minor countries (Mecklenberg and Duchies), those two countries revert to neutrality.  
    I am assuming that the garrison at Erfurt should be repatriated to Leipzig.  Does anyone disagree with this interpretation?
