I am assuming that since no declaration was made prior to sending out combat rolls, Joel intended to keep Pechlivan's tactical rating at 4 (to get +1) rather than dropping it to 3 (to make Spain roll at -1). Whether or not this was Joel's intention, it seems to be the only fair way to handle the situation. The default assumption must be that you are using your commander's full tactical rating unless you say otherwise.
