    Eugene is placed with the stack at Wesel.
    Bernadotte is removed from the board.
    Ney is removed from the board.
    1 militia factor is placed in each of the following cities:
Montpellier, La Rochelle, Bayonne, Perpignan, Cherbourg.

Unless there is a last minute rejection of repatriation in favor of some
other rule, let's move on to the naval phase.
