OK, so let's say that we had different interpretations of the phrase, "Spain
grants unlimited access."  My interpretation all this time was that this
included all Spanish-controlled territories, because you did not say
differently.  Since I have considered myself to be able to enter all Spanish
territories ever since, Great Britain has been implicitly asking you for
this access since May of 1805.

What is the answer ?
