This sentence was not written clearly.  It should have said,

Notice that a space is not considered "obstructed" if it merely contains
(any combination of) enemy cossacks, freikorps, guerillas, or garrisons; it
is only considered "obstructed" for the purposes of this house rule if it
contains one or more enemy corps.

Sorry for the lack of clarity in the original.
