[eia] Re: French 2nd and 3rd rounds at La Rochelle

So the French just barely cause 3.0 in morale loss to the British which
makes pursuit impossible. Whew! :-)

7 more casualties are inflicted on the British in round 2, and then 3
more in round 3. Total losses for the British side are 17 factors. 7 of
those factors must come from the British V corps. The remaining 10 losses
are distributed proportionally among the British and the Portuguese.
France loses 1 militia in the first round. But after that, France may
not take militia casualties. So in round 2, France loses 6 infantry. And
in round 3, France loses 5 factors, one of which must be cavalry. France's
total losses are 1 mil., 10 inf., 1 cav.
GB chooses which direction to retreat the French stack.

GB goes up +3 PP, France goes down -3 PP.

La Rochelle is fully garrisoned. Go ahead and make the siege roll (5+).
