Kutusov, 3I and 1C Corps go to Vilna ($4)
Cossack at Pskov goes to Kovno
Cossack at Riga goes to Grodno
Last Cossack goes to Minsk

That's everything capable of movement
Total Cost: $7  Pretty cheap for a war turn.

As there is no depot at Vilna, the garrison must retire for a siege so I'll 
send out a breach roll.
