I guess that's one way to measure how many troops are inside a sortie
(expose your self to a sortie, and see if anyone comes out).  :-)  This
corps was shipped over by sea, so unless it's been reinforced to 15+
factors, there won't be a sortie.  Let us know if this is the case or not,
