Even in your own home territory, a new corps marker can only be placed in a
city or with an already-existing corps (5.2.1.2).  Since the Spanish Cavalry
corps moved to Barcelona in January, there is no corps in the space west of
Gerona, and a new corps cannot be placed there.  It can be placed in any
Spanish city, instead.
