    Right, this situation came up once before (a corps inside a city but not
besieged).  And at that time we said that since the coprs is not besieged,
it still has access to food sources outside the city.  Hence, we decided
that the corps would still use the forage value for the space as normal
(rather than using the procedure for besieged supply).  Thus, JJ's
calculation of a 6- forage roll is correct.
