    FYI, we stated long ago that we would defer decisions about city garrison vs. depot garrison until the time when the space becomes attacked.  (Although this gives a definite advantage to the defender, we decided it was worth it to avoid slowing things down with decisions about how to allocate garrison factors.)  And in my maps, if a garrison exists, I always place it on the depot, because the depot garrison always has the option of retiring into the city if attacked.

I forgot to mention that the 1 I Portuguese garrison at Cuidad Rodrigo becomes a depot garrison.
