[eia] French reinforcement phase

    No need to apologize.  My intent wasn't to rush you.  I just didn't want
to have a situation where I was waiting for you and you were waiting for me,
or a situation where I was waiting for something that had already been sent
(and I had just missed the email).

So here are my reinforcement orders:

The Hesse corps appears in Kassel (absorbing the 2 inf. garrison).
Pick up the Napoleon leader.
Place the Massena leader with the corps in Lyon.
Place a 1 mil garrison in Poitiers and a 1 mil. garrison in Dijon.

P.S. Just so I don't have to send out the same email every month, it should
be understood that from now on I will *always* wait to see GB's
reinforcement phase before revealing mine.
