[eia] Question about ship building

I currently have 2 ships being built in Corruna and 1 ship being built in
Barcelona.  I believe I announced these during the Naval Reinforcement
Phase.  Was this the correct time to announce this or should it be announced
along with the Economic Phase, since ship building is a public knowledge?
