The only issue remaining in the Reinforcement phase is to straighten out Spain's militia factors.

 

Then comes the Naval phase, Turkey first, then France, then Anglo-Spanish.  If Joel and possibly Kyle feel that Spain's reinforcements will not affect their naval orders, I suggest they push on (shove off ?).
