    Cossacks don't have to be repatriated to a city.  As far as I
understand, only garrisons automatically repatriate to cities.  Corps and
cossacks just repatriate to the nearest land space.

Isn't that right?

Keep forgetting about those cossacks in Prussia. Doesn't much matter as you don't have the feed the buggers. Send em all to Minsk, they can have a party there before half of them go home.
