The cossacks east of Posen and at Thorn must choose Minsk or Riga, while the cossack in West Galicia is repatriated to Minsk. Also, we need to remember that some cossacks will have to be removed in the December economic phase (supposing that Russian territory is not occupied by invaders at that time---likely since only France could do that now). That would untangle everyone but Spain, who must be repatriated to Sveaborg, and should now have 3 Spanish I in garrison there, along with the Swedes, Blake, and a pile of Spanish corps. I believe that the Spanish depot at Viborg and the Prussian depot at Minsk are removed, as well.
