[eia] Britain's peace terms

Unless Spain's choice prohibits it, Great Britain chooses to impose
condition B1 on Russia.  This will remove 3 of Russia's 6 corps (randomly
selected), but cannot include their cavalry or guard corps.  That leaves 4
possibilities, one of which will not be removed.  As soon as Spain makes its
choice, to confirm that I can go ahead, I'll send in a roll to see which
infantry corps remains on the map.
