[eia] escrow wish list

Hi Joel,

While you are working on letting us change our orders to the escrow
until it is sent out, I would also like to see it send out a
notification to the entire list whenever an escrow is made, even to
those not involved in the escrow (so we don't get three escrow accounts
made for the same battle again).
