That would let him pick up a 1pt garrison.  Where did the other four come 
from?  I can't see a garrison in that city that wasn't picked up in the 
August land phase last turn.  Going back as far as the May land phase and 
moving forward I see a build up to the 3pt garrison that was picked up in 
the last land movement phase and a drop off of a 1 pt garrison this phase.
