[eia] issues and moving on


I can easily live with either decision about both of the issues we're
currently discussing.  As to the combined movement being separate from the
escrow, I have no strong opinion and will go with whatever the rest of the
group decides.

I do hold the opinion that it would be better to deal with the forces on the
map when deciding if a declaration of war is possible, but I can live with
it either way.  How about the people we haven't heard from on these issues ?

In any case, I hope we can keep things moving.  I believe Russia's and
France's reinforcements are up next, and then they can take their naval
phase.  Take them both at once, if you like.
