Correct me if I'm wrong, but it is not possible for the British to place a depot at Ancona this turn as GB currently has no means of supporting sea supply. 7.4.3.1 says that in order to be eligible for sea supply, there must be a fleet in a port with that power's depot. Since the British currently have no fleets in any port, sea supply is currently impossible. And if sea supply is currently impossible, a depot cannot be placed at Ancona.
