    Oh, I think I see.  I think you may be under the false impression that all political adjustments must take place in the political adjustment phase.  That's not true.  That's just when the political adjustments due to "drift" occur.  Other political point gains and losses can happen at other times as well (just not that one).

JJ commented earlier that Prussia's political status would go up due to Poland being formed.  But wouldn't Poland be formed *after* the political adjustment step?
