[eia] Political Phase, June 1805

    So the results of the political phase are as follows:

France and Russia ally and announce combined movement (+1 pp for both).
France grants Russia unlimited naval access until alliance is broken.
France makes Hesse a free state.
Prussia declares war on Russia (-3 pp).
GB, Spain, and Turkey announce combined movement.
Spain, Austria, and Turkey grant all their allies voluntary access
(redundant?).
