[eia] orders problem

I was just looking back at my April 1805 orders to reconstruct how exactly 
I made that mistake, and noticed the following. Here are the two relevant 
ones for the location of the infantry corps in question:

> Movement:
> 1C Adriatic -> Tirane ($1)

> Standing up:
> 1I at Tirane (auto)

Since Tirane's forage value is a 2, the infantry corps could not have auto 
foraged there, given the order in which these appeared dictates that the 
cavalry were there first. Not so for the space north of Tirane...
