    Yep.  Since the end of March, Spain has gained 3 for accepting France's
surrender and lost 3 for declaring war on Russia.  That leaves it right
where it started.  But it also accepted control of Sweden which is +2.  So
Spain should be 2 spaces ahead of where they were at the end of last turn.
Since Spain was in the lowest 7 spot last time, it should be in the highest
7 spot this time.
