[eia] British Naval Phase

Here are Britain's naval orders.  I'm writing these away from my map, so it's 
possible I'll make a mistake on which fleet number is which.  But I think 
you'll get the idea, and I'll send any corrections later:

I:  St. Malo blockade box ---> San Sebastian
II:  continues blockading La Rochelle
III:  continues blockading St. Malo
IV:  Amsterdam blockade box ---> Lubeck
V:  English Channel ---> San Sebastian
VI:  continues blockading Genoa
VII:  off Genoa ---> Gibraltar
Denmark:  off Amsterdam ---> English Channel (losing depot)
Portugal:  Amsterdam blockade box ---> Amsterdam

I think that's it.  I'll check for any corrections when I'm back with my map 
(my precious).  : )
