[eia] resolving April Political Phase

Things that happened in the April 1805 Political Phase, thus far:

1. Russia declares war on Sweden. (-2 pp Russia, assuming that someone 
takes control)

2. France sues Austria, Prussia, and Spain for peace. The victors each need 
to decide whether to offer a conditional peace or keeping fighting, since 
France has preemptively rejected an unconditional peace.

3. Alliances are formed between Austria and Turkey, and Great Britain and 
Turkey. (+1 pp Austria, +1 pp GB, +2 pp Turkey)

4. Anyone who wants to roll for Sweden should.

Once these are done, Spain can start it's reinforcement phase.
