[eia] Question on questionable tactics

O.K.  The only time you can freely move factors between corp in the same
area is during re-inforcement, right?

However, since leaving and picking up garrisons is basically a free
action, couldn't you just have one corp drop of factors into a garrison
and then have the other corp pick them up? (on the corps respective
movement)  Of course this would be public information as opposed to
doing it during re-inforcement.
